testdrive "authors" file only includes original creators

the testdrive "authors" file only includes original creators, not all people who've added code. did i miss how the file works?

Only the contributions that are legally significant for copyright purposes (see Legally Significant) need to be listed. Small contributions, bug reports, ideas, etc., can be omitted.
