logger logs events multiple times when you use the default_log_levels

If you use the default_log_levels in cinder / nova / etc. and a log event matches these configuration then the event will be logged twice.

For example if you have

default_log_levels=cinder=DEBUG

Then any log message that comes from cinder, with a log level >= DEBUG will be handled twice. In our case we get two messages printed to the log file.

oslo-incuburator needs to be applied to cinder / nova to fix this.

    Update to latest copy of OSLO incubator

    Specifically I wanted the change be84db3ab24ef94b6ec457bb299d48c51575e8a6
    to oslo-incubator to fix my logging issue.

    I ignored the changes in common/policy.py as this change breaks
    the cinder unit tests.
