Using Ubuntu 13.04 (Raring)
unity-tweak-tool version 0.0.4
Attempted to set the color of the launcher to a custom color. I was able to switch from the wallpaper-dependant color to a custom color (black by default). When I tried to switch from black to another color, the colorchange was unsuccessful and unity-tweak-tool crashed.
When attempting to reproduce the bug, I was able to select a custom color but had to switch from custom back to wallpaper, and back to custom again for the color change to take effect.
Let me know if there is anything I can do that would be helpful.
