Wordpress templates broken with F18/apache2.4

Bug Description

All the wordpress templates give a permission denied error for F18 guests (httpd-2.4.4-2.fc18.x86_64), because of a change in the apache config syntax:

In /etc/httpd/conf.d/wordpress.conf "Require local" needs to be "Require all granted"

    heat templates : Update Wordpress config for F18 guests

    F18 contains apache 2.4 which requires a different syntax to enable
    non-local access to the wordpress install

    fixes bug #1166897
