New stable version: 3.6.4

The new version fixes some bugs and slowness/leak issues, it would be good to get in

* Test Case:
Use evolution, view emails in text and html format, write some, check that everything keeps working

* Regression Potential:
there are only a few extra fixes in those version, potential for issues should be limited

Note: gtkhtml is part of GNOME and has a standing MRE for SRUs

Accepted gtkhtml4.0 into quantal-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/gtkhtml4.0/4.6.4-0ubuntu0.1 in a few hours, and then in the -proposed repository.
