No nova quota-usage CLI to show how many cores are already used

This is new feature requirement if we have no CLI to do this in novaclient.
We need a CLI which is similar with Horizon has to show how many quotas are allocated and how many are still free.

I find there is quota_usages table in database but novaclient does not provide the related CLI to show it.

I think I can enhance the "nova-mange project quota" command to show the usages.
Have any comments for this?

Since the change is in bin/nova-manage, I move this bug into nova project.

    We need show all the quotas related info, including 'in_use' and
    'reserved'--not just the limit--when executing 'nova-manage project
