No nova quota-usage CLI to show how many cores are already used

Bug Description
This is new feature requirement if we have no CLI to do this in novaclient.
We need a CLI which is similar with Horizon has to show how many quotas are allocated and how many are still free.
I find there is quota_usages table in database but novaclient does not provide the related CLI to show it.
