GIMP User installation failed on a live 13.04 USB key

Bug Description
1. Test a daily build of 13.04 on a live USB key
2. Open Ubuntu Software Centre and install GIMP
3. Launch GIMP
What happens : GIMP should start normally
What you get : GIMP show an error message (screenshot_1) : "Could not open '/etc/gimp/
4. Close GIMP
5. Launch GIMP again
What you get : another error message (screenshot_2) : Failed to open file '/etc/gimp/
6. Close GIMP
7. Launch GIMP again
Only the main window launches, without the toolboxes on the left and right sides.
You can use GIMP through the main menu.
