Unable to grab Windows in Raring

Bug Description

It seems that on occassion, applications such as the File Manager will not be able to be dragged around by clicking and dragging via the Title Bar. This bug is almost 100% reproducible with Firefox. This may be a bug in compiz, Unity, or something else. But I'm betting it's either compiz or Unity. Just noticed the bug a few days ago on the development branch of Ubuntu 13.04. Running with the latest updates. This bug has serious usability concerns. I am, however, able to ALT+click the window to drag it.

Also, forgot to mention it, but this occurs on both my desktop and laptop. So it effects everyone with Ubuntu 13.04, regardless of hardware.

One more peice of data. I am able to prevent (workaround) the issue by disabling "Force complete redraw on intial damage" in the Workarounds plugin, which is enabled by default. Ironic, I know.
