Bug Description
Ubuntu 13.10,
Upon update to cups version 1.6.1-2 all config was overwritten with no backup.
Especially printers.conf
ppd's remain in the ppd directory.

I presume you refer to Ubuntu 13.04. I also experienced this bug so I can confirm it.
