Add support for nova's new Fixed IP quota

Last week a fixed ip quota was added to essex, folsom and trunk for security reasons. We need to add UI support for setting this quota to horizon.

The fixed-ips argument isn't available in the latest version of the nova client (2.11.1), we'll also need a client update.

This is a very high priority, to the extent that I'd like to get it into a Grizzly RC2. I'm adding it to H1 until Thierry opens the new milestone.
