Bug Description
When performing an upgrade from the "image" (boot up the ISO) to Xubuntu 13.04, the installer prompts to create a new user.
Is this expected behaviour when performing an OS upgrade? Shouldn't the installer simply keep existing users?
Entering the same username and password as what is currently on the system works.

Entering the same username but different password changes the password (as probably expected), but is a possible security issue.
