use current directory

Bug Description

This report follows Bug #168119 which seems to be solved in 0.49 since is asked only for "Save as".

I would like to have a general preference "Use current directory" which means

* open file looks in current directory
* save, save as, save bitmat... save by default in current directory
* import imports from current directory

all I/O relate to current directory. This behavior should be set when the program starts (at least). If I decide to use another directory from the Open interface, it make sense to open the same directory the second time I will try to open a file (as it is now). But if I close Inkscape and rerun it, then the Open interface should show the current directory.

This behavior is useful when starting inkscape from a term with the command line. Therefore we can imagine an argument "-c" or "--current_directory".

No problem, thx for confirming that bug #818351 covers the same feature request. It's better to track/discuss it focused in one report -> Iinking this one (bug #1155070) as duplicate to bug #818351.
