Bug Description
There are certain devices used for controlling amateur radio transceivers, which may be configured to assert transmit on CTS or RTS.
Modemmanager asserts these signals on initialization, which causes an undesired transmission. This is undesired and is illegal in many countries.
In order to prevent this, please add the following usb devices to file /lib/udev/
