Bug Description
It would be nice to provide help for all fields of Load Balancer screens. For example, it may be hard for user to distinguish Delay from Timeout setting of Add Monitor form.

Actually some fields of Load Balancer have already got help text. For example:

So I think the only one field needs help text now: "Weight" in Add Member form.
