Bug Description

./run_tests.sh quantum.tests.unit.linuxbridge.test_lb_quantum_agent:TestLinuxBridgeAgent

Needs cfg.CONF.set_override('rpc_backend', 'quantum.openstack.common.rpc.impl_fake') in TestLinuxBridgeAgent.setUp() or the test will stall.
