The displayed network, router, topology info of admin user is confusion

Bug Description
Installing the OpenStack by devstack and login through dashboard, then found that
It is inconsistent that the admin user panel displays the information of network, router, and topology info.
For example, from the project tab of admin, we can see the network topology (external network, private network and router 1), however we cannot see the router1 from [Routers] page, the same as we only can see the information of external network,
but not the private network from [Networks] page.

Yeah, the basic policy is that resources only in a tenant are displayed in Project Panel and all resources in all tenants can be seen in Admin Panel. The current "Network Topology" does not follow this policy. It is confusing for users and needs to be fixed.
