Eclipse-CDT doesn't have Eclipse as a dependency

Bug Description

I wondered why none of the development tools I installed created an applications->programming menu or populated it.

But in this case it turned out that installing the Eclipse plug in for C++ development and debugging (and its dependencies) doesn't install eclipse.

This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers.

I'm not sure if you really want eclipse-cdt to depend on the /entire/ set of eclipse* packages, because that would negate having split them into separate ones. Please see the long description for the eclipse metapackage.
