'glance-cache-manage list-cached' 'last modified' fields displayed in UTC but test uses local timezone

glance.tests.functional.test_bin_glance_cache_manage.TestBinGlanceCacheManage.test_cache_index

This test is failing because the test is generating a date in the local timezone and the "Last Modified" date is in UTC.

    Test date with UTC instead of local timezone.

    iso_format test uses local timezone so it can fail at certain times
    of the day depending on which timezone the tests are run in.

    Fixes bug 1139131
