Bug Description
While running 12.04.2 on an HP Pavilion dm1, the system is unable to resume from suspend while running the radeon driver.
The system successfully suspends, but on resume, the system starts waking and the screen does nothing but flash like a strobe light. The system had to be power-cycled to restore usability.

I put ubuntu 12.04 on a pos windows 8 laptop for a friend and the only problem I'm having is the one you describe. I've had "returning from suspend" work a few times on a fresh install, but after a day or to sitting in my apartment, it strobed again. I'll get some more info if it helps this report.
