3PAR driver's don't work in multi-backend mode

When you enable multi backend mode in Cinder and enable 2 3PAR drivers to talk to 2 different 3PAR arrays, the driver's don't start.
We also need to do some DocString cleanup. The 3PAR driver's are still directly accessing the configuration items only via FLAGS.

    Fix 3PAR drivers to work in multi-backend mode.

    The 3PAR drivers weren't updated when the multi backend
    patch landed on G3 day. This patch implements the new config
    mechanism to accessing FLAGS, so that it works when an admin
    has multiple drivers active.
