"The file was too big" is too ambiguous

Bug Description

When uploading a file that exceeds the maximum file size, the error is, for example, "Upload of randomsong.mp3 failed: The file was too big. Please ask your administrator for more information."

This message does not indicate what the file was too big for, and can be confusing if the user had not yet noticed the maximum file size, and they may think it's their quota limit being enforced too early.

Bug #1130485 Changed the language string in mahara.php

Made the message of 'The uploaded file was too big' less ambigous by
supplying the maximum upload file size in the message.
