Bug Description
The NVP plugin does not use the l3 agent.
Running it won't cause harm, but it will still cause notification traffic and similar to be sent to an L3 agent, whose interface will never be reached by any VM.
This bug is about providing a warning in logs that the l3 agent should not be run if detected and Quantum is running with the NVP plugin.
Although tagged with 'Nicira', this applies to every plugin which does not leverage the l3 agent.

We are probably sorting this within devstack.
This will spare us the need of having quantum logic for detecting the presence of the l3 agent.
