Bug Description
When booting a host with a DHCP agent it could take up to a minute or even longer to get an IP address. The reason for this is that the DHCP agent has a default interval of 30 seconds to resync with the quantum service. In some cases when an all in one is running and the quantum service has yet to start it can take up to 2 minutes to get an IP address.
