Bug Description

This is related to https://answers.launchpad.net/ceilometer/+question/221550

Actually the problem is that the middleware has no RPC set up correctly. It needs to set the control exchange correctly.

Patch doesn't solve the problem. After apply (swift_middleware.py) proxy-server isn't starting. There is no info in log as well stderr
