havanna: swift implementation of replication servers

If https://review.openstack.org/#/c/19618/ merges, document implementation of replication servers (swift).

Support separate replication ip address:
- Added new function in utils. This function provides ability
to select separate IP address for replication service.
- Db_replicator and object replicators were changed.
Replication processe uses new function now.

Replication network parameters:
- Replication network fields (replication_ip, replication_port)
support was added to device dictionary in swift-ring-builder script.
- Changes were made to support new fields in search, show and set_info
functions.

Implementation of replication servers:
- Allowed_methods attribute was added in configuration for standart
account-, container-, object-server.
- Separate replication servers were implemented like standard servers,
with parameter allowed_methods = REPLICATE.

In learning more about the changes, it sounds like the audience is operators who want to do more configuration to their swift deployment.

    Replication network support was added to 1.9.0 release of
    Swift. This update includes instructions how to configure
    this feature and description of how it generally works.
    More specific information on the replication network was
    added to Swift Developer documentation.
