Draging with a "Pan" tool is very slow.

Bug Description

Dragging is very slow if picture is big (window is maximized) or zoom is strong. The bigger window (the more part of picture is visible), the dragging is slower. On my 1920x1080 display with zoomed and maximized picture, pinta is so slow that is unusable. I use ubuntu 12.10 and pinta stable 1.4 (1.5+r782 development version from daily ppa is also affected).

I was trying to reproduce your problem on Pinta 1.5-latest-development-preview (from end of last year) on Windows XP, but can't reproduce the problem. But I get a new problem of non-refreshing canvas if large image and large zoom - because problem is not identical I have reported a new one, so bug 1137288.

It's probably just a linux only bug. The "pan" tool just has laggy feel to it.
