Loadbalancing service lacks Alembic migration script

Since the DB is extended with new tables, we need to add Alembic migration script for it.

Does it make sense to add common prefix to names of all tables, e.g. 'lb_pool', 'lb_vip', etc.?

     * LB pools
     * Health monitors
     * Members
     * Pool statistics
     * Session persistences
     * Pool-monitor Associations
