Bug Description
We need something to occasionally call State.Cleanup (probably we should have a CleanupWatcher as well, changes on which cause Cleanups to run).
Note that this doesn't map cleanly to existing machine jobs; the local provider will need to run one on its machine agent (but will not need any of the JobManageEnviron ones). I suggest controlling it via JobMaintainState.
