Bug Description
Should be trivial, see mgo/txn; but it needs to be done.
Note that this doesn't map cleanly to existing machine jobs; the local provider will need to run one on its machine agent (but will not need any of the JobManageEnviron ones). I suggest controlling it via JobMaintainState.
