It is failing to import Image, which is provided by python-imaging. The attached Dependencies.txt shows you have python-imaging installed, and it is a depends for gwibber-service. Can you please try re-installing python-imaging?

apt-get install --reinstall python-imaging

Then try gwibber-service again.
