README.Debian incorrect - reference to non-existant cert.cnf

Bug Description

After installing the irdc-hybrid packkage (7.2.2.dfsg.1-3) the documentation file:
   /usr/share/doc/ircd-hybrid/README.Debian
refers to the following file for producing an SSL certificate for secure operations.
  /etc/ircd-hybrid/cert.cnf

This file is not present after the install.

Still not working...also not in Debian Lenny, and also not in the 8.10 and 9.04 release of Ubuntu.

The source package on debian has a debian/cert.cnf file which contains the following:

RANDFILE = $ENV::HOME/.rnd

[ req ]
prompt = no
distinguished_name = req_distinguished_name

[ req_distinguished_name ]
countryName = UN
stateOrProvinceName = Milky Way
localityName = Earth
organizationName = IRCD-Hybrid services
organizationalUnitName = IRCD-Hybrid services
commonName = Debian
emailAddress = root@localhost
