"zoom to fit... (home)" should only respect currently visible layers

Bug Description

Example: board with dimensional information on a separate layer.

During editing the board that layer is turned off, however zoom to fit doesn't fully maximize the board, but leaves space for the now invisible text and so forth. If the amount of data on the invisible layer is immense, zoom to fit may actually reduce the visible size of the board.
