Add 9p modules to virtual/essential package

Bug Description
Pulling the 9p modules into the essential/virtual package will allow to use juju on KVM in non-cloud environments (special passthrough).
For Precise this this will require to modify the build options to get those modules built for the virtual flavour. However those should not be auto-loading and thus regression potential be low. For later releases those modules were already present in the extra modules package. So it is just a move.
