Bug Description
The Quantum Admin Guide should provide a compatibility matrix to help users understand what plugins they can use with particular virt-layers. Otherwise, people will try them, and be unsure about why they are broken.

Not sure if this is the only piece of information you are looking for, but in the case of Big Switch/FloodLight Plugin, the following drivers are current being used.
nova.conf
libvirt_
compute_
dhcp_agent.ini
interface_driver = quantum.
