Allow different logos for the login (splash) screen

Bug Description

For branding purposes, we like to replace the OpenStack logo on the login (splash) page, but leave the OpenStack logo on all the other pages alone. We may or may not be alone in doing this, but it's rather trivial to facilitate this for other users.

    Split the logo.png into two files to enable splash page branding

    This copies logo.png into logo-splash.png and updates the stylesheet
    so that the splash screen references the latter. This facilitates
    changing the branding on the splash page only.
