tests need adapter for different connection strategies

Need an adapter for entering an instance within the tests in different ways.

This adapter should be able to be plug-able with a default driver in the public using ssh cmds into the instance (KVM/QEMU) until the OpenVZ driver gets into nova.

OpenVZ is special because it has a special 'sudo vzctl exec %instance_local_id% cmd' cmd compared to the 'ssh %instance_ip_address% cmd' cmds in KVM.

    * chooses adapter based on config
