[raring] Switcher steals focus 20 seconds after login

Bug Description

STR:

1. Log into fresh Ubuntu session in 13.04
2. Open terminal (ctrl+alt+t)
3. Wait 20 seconds

Expected results:
Nothing happens

Actual results:
After 20 seconds gnome terminal loses focus and neither the launcher nor the panel reveals what application currently has the focus.

If dbus-monitor is running at this time, the similar item will be logged:
method call sender=:1.24 -> dest=org.ayatana.bamf serial=224 path=/org/ayatana/bamf/matcher; interface=org.ayatana.bamf.matcher; member=ActiveWindow
method return sender=:1.25 -> dest=:1.24 reply_serial=224
   string "/org/ayatana/bamf/window35651595"

window35651595 in this case returns "Switcher" in org.ayatana.bamf.view.Name() call so it looks like Switcher is stealing the focus.
