Bug Description

Setup:

  flatdhcp multihost nova network with an external gateway defined in dnsmasq.conf
  public_interface != flat_interface

In this configuration pinging your own floating ip fails because the snatting rule never gets hit.

    Allow pinging own float when using fixed gateway

    When pinging your own floating ip, the snat rule is not hit if
    dnsmasq is set up to give out an external gateway.

    Fixes bug 1096259
