Unable to assign a specific IP address to a Quantum port

Bug Description

The commandbelow should allocate 10.0.0.17 to the VM t1
nova boot --image cirros-0.3.0-x86_64-uec --flavor 1 --nic net-id=759e99ad-ab94-49d6-b9f0-341b45827cc6,v4-fixed-ip=10.0.0.17 t1
This address is not allocated. The address allocate is on that Quantum selects

    Ensure that Quantum uses configured fixed IP

    Fixes bug 1094897

    The fix ensures that the fixed IP address specified by the user
    is correctly passed to Quantum. That is, when the Quantum port
    is created it is created with the specified IP address.
