ceilometer-collector won't run and pkg_resource raise "global name 'utf8' is not defined"

When I change database_connection to mysql, the ceilometer-collector won't run.

I found "pkg_resources" raises "global name 'utf8' is not defined" when it tries to import "ceilometer.storage.impl_sqlalchemy".

Expected output:

ceilometer-collector runs as expected.

    Fix MySQL charset error.

    If using MySQL, there's a bug with the charset setting which is declared as
    a variable whereas it should be a string. This fixes bug #1092856 and adds
    a test for this.
