Bug Description
I'm using Ubuntu 13.04 dev with sysklogd 1.5-6.2ubuntu1. sysklogd tries to change the permissions of some files with chown for example /var/log/syslog. But if such a file is missing an eror on booting is shown. I think sysklogd should first try to create the directories and files if they are missing and then changing the permissions of them.
