static info area in preferences view

As proposed in Bug #1082734 :

New Users may not find the tooltips in preferences.
Because at least you need to reckon that there is a tooltip, to to rest with the mouse waiting for it.

What about (for 1.12) to introduce an static info area right of the preferences pain where we could display much more prose then in a single tooltip.
Eclipse for instance has such a field.

I dont know Eclipse, just had a brief look. To me it looks they've implemented a complete help system witch cross-references in the extra preferences pane. This is not what we looking for.

Isn't it like looking for a solution to a non-existent problem in this case? If the users are able to use tooltips in the GUI, they are likely to find them in the Preferences. The delay on mouse hover is reasonable and this is common standard for displaying tooltips.

I agree, doing exactly like eclipse would be clearly overdone. I refereed to Eclipse only for the layout.

But IMO the problem actually exist. At least to me. I haven´t found the tooltips before doing bug Bug #1082734.
I simply have not expected that a checkbox with a long explanation has additional explanations in in tool tips.

I've never liked the aesthetic look of status bars like that but I agree that tooltips aren't a good place to present important information.
