Bug Description
If an instance is listed in a template without UserData the following CREATE_FAILED error is shown in event-list:
unsupported operand type(s) for +=: 'NoneType' and 'str'
Not sure if this is specific to yaml or not, but thats what I was using when this was seen.

Handle empty UserData for instance
UserData is not required, so handle the case where it is not supplied (i.e.
is None).
