Quantum state_path is inconsistent

Bug Description

The default Quantum state_path value currently defaults to devstack value. This is incorrect and the value should default to a reasonable deployment value.

    update state_path default to be the same value

    fixes bug 1085249

    This patch sets the default state_path to match a reasonable deployment
    value instead of the devstack default.
