Move Files' Overlay Statusbar into Granite

Bug Description

I'm thinking we probably want Files' overlay statusbar in Granite. This way we can use it in Midori and wherever else we might want an overlay statusbar.

For some reason it is not at the "top" despite its positioned there. I tried to fix it but I don't have enough knowledge, would be great if it is solved while moving the overlay to granite.

It will also have other implications, because it is positioned at the bottom of the window and there is another bug asking to move the "trash" and "network" addons to the bottom of the window. If these plugins are moved there, the overlay must not overlap the their area.

Also, are we sure we want it in granite? I don't know what the usability team thinks about this "jumping" overlay at the bottom of the window. It is not very informative right now, users know if a file is selected.

1) The bug in Files is just a bug in Files. There is no reason to think it will happen anywhere else. Of course the Overlay Bar shouldn't be aprovved into Granite unless there is at least another app that uses it. Midori is the natural target.

2) Positioning the Overlay Bar at the bottom or top is trivial, it can be done today without changing the overlay bar's implementation. See Gtk.Overlay documentation for details.
Even though, moving the "trash" and "network" addons to the bottom of the window doesn't make a difference, since those bars aren't overlays - they are separated from the directory view.

3) This is how Firefox does it. Bad usability is the current situation in Midori, where the status overlay stays in your way and doesn't let you click (or see) anything underneath it.

Finally, I won't be completing this work. However, I'm going to change ownership of my branches to elementary-dev-comunnity, so anyone can pick up development.
