This is a not a bug because you probably used the xorg-edgers ppa.

if it's still a problem try to manually force uninstall all possible conflicting versions:

sudo dpkg -r --force all libdrm\* libkms\* libdrm\*:i386 libkms\*:i386 and then apt-get -f install to repair

Changed in libdrm (Ubuntu):
status: Confirmed → Invalid

I didn't use xorg-edgers ppa, and this problem occured while I was trying to install Steam.
To fix that, I manually removed /usr/share/doc/libdrm2/changelog.Debian.gz - and that's it, it fixed the problem.

Manually removing /usr/share/doc/libdrm2/changelog.Debian.gz then running sudo apt-get upgrade fixed mine as well.

$ sudo rm /usr/share/doc/libdrm2/changelog.Debian.gz
$ sudo apt-get upgrade

This sequence worked.

That said, I consider this still a valid bug so long as apt does not do this for me.

Yup, removing the changelog.Debian.gz file helped. I also had to remove changelog for libdrm-nouveau2, due to same problem. Not using xorg-edgers.

Limbo (the game) was removed for me on 2013-03-20 during a regular apt-get dist-upgrade:

Probably removed due to some i386-deps being removed for the dist-upgrade. I didn't have time to look into it then, but encountered this problem when trying to re-install Limbo. It has a few i386 arch dependencies – the machine uses amd64.

No significant changes in package configuration on the machine in question before the problem occured, just normal apt-upgrades now and then.
