Bug Description
Using unlimited quotas ("-1" set in nova.conf) in a stable/folsom based cloud setup and creating a new project, Horizon complains about quota values being invalid.
Quota values for projects created from the command line are shown with a value of -1 as one would expect.

By the same token, it's not possible to update a project's quotas if one of the quotas was set to -1 by other means (unless also changing it).
