Remove quantum.tests.test_api_v2._uuid

The _uuid function is used in other modules eventhough it is a private function.

Also, Openstack common has a wrapper for generating uuids.

We should only use that function when generating uuids for consistency.

    Defined an _uuid alias of openstack.common.uuidutils.generate_uuid
