control center does not work

Control center does not work after upgrading ubuntu to version 7.04.
Whole system behaviour is very strange.

Can you explain what you mean by "whole system behaviour is very strange". Does this happen with a new user?

Hi Daniel,
for your information, I'm absolute beginner in Linux.
For the moment my sentence "whole system behaviour is very strange"
is not true. After the lot of reinstallations, uninstallations and
repairs, I'm feeling,
that the "whole system behaviour is pleasant".
So,for the moment I have no problem with whole system behaviour.
I want to solve the problem of nonfunctional Control Center.
Can you help me,please?

Hi Daniel,
1. I've logged in to system as user duso, who is the member of admin group
2. I'm trying to start the Control Center
3. Control Center did not start, system shows me no error informations and
    nothing else. I can see anything about Control Center or system status.
    The Control Center does'nt work.
4. I'm trying to create the new user dusop, using the KUser SW
5. SW starts with "error at opening of /etc/shadow for reading" message
6. When I want to save new user, there is new one message "impossible
    to open /etc/passwd.bak for writing" following the new one message
    "impossible to create backup file for /etc/passwd"
7. That's all.

You wrote that you use "Kuser", do you use ubuntu or kubuntu? Could you try starting gnome-control-center from a terminal emulator and note what is displayed?
