db_sync through rd_manage should no longer take the repo_path as an argument

Bug Description
After grapex's test refactoring, db_sync no longer takes the repo_path argument. It was never using this argument in the first place, so the argument has now been removed.
Redstack initialize needs to be updated to remove this argument.
